First Time License Process for Nebraska Residents

  1. Applicants need to register and pass the insurance examination for the appropriate line of authority.  Visit https://test-takers.psiexams.com/neins to register for your insurance exam. 
  2. After passing your exam, information is uploaded by PSI directly to the Department of Insurance.  Please allow 2-3 days for the exam information to be uploaded to our system.
  3. Applicants must then go to NIPR.com and apply for the insurance license. You must apply and be issued a Nebraska insurance license in order to sell, solicit, or negotiate insurance in the state of Nebraska.
  4. Once the application is submitted, please allow 3-5 days for processing.  You can go to NIPR.com to download or print a copy of your new license.

Preparing for the Exam 

The Department of Insurance does not have pre-licensing study materials. You may use the materials of your choosing to study for the license exam. Many different providers offer exam prep courses and because of the number and array of methods the department does not review, approve, or recommend providers. 

To locate an education provider, we suggest you try searching the internet using the phrase, "Nebraska insurance pre-licensing."

A good study tool is the Exam Content Outlines. Each exam outline is broken down into specific topics and the percentage of questions covered for each topic. 

The Candidate Information Bulletin is a great source for testing information. It includes information on scheduling your exam, testing centers regulations, the testing process, and test fees.

Repeating a course

A producer may not repeat a continuing education course for credit within a 2 year renewal period.

Annuity Suitability “Best Interest” Training Requirements

Any insurance producer who holds a life insurance line or a limited line funeral insurance license, who desires to solicit the sale of annuity products shall complete, a one-time four-credit annuity training course approved by the Nebraska Department of Insurance and provided by a Nebraska-approved continuing education provider.  

Any producer who has completed an approved annuity training course prior to July 1, 2021, shall complete either a new four-credit annuity training course or an additional one-time, one-credit training course approved by the Nebraska Department of Insurance and provided by a Nebraska-approved continuing education provider on appropriate sales practices and replacement and disclosure requirements under the Nebraska Protection in Annuity Transactions Act.  The new four-credit annuity training course or additional one-time, one credit training course shall be completed by December 31,2021.

Long-Term Care Partnership Training Requirements

Health licensees who wish to sell, solicit or negotiate Long-Term Care Insurance are required to complete a one-time 8 hour training course followed by an ongoing 4 hour refresher course during each 24 month period thereafter. Flood Training Requirements

Nebraska Property/Casualty resident licensees must complete a one-time 3 hour course relating to the National Flood Insurance Program in order to sell, solicit or negotiate Flood Insurance. CB-112 for further details.

 

Producer Licensing

Effective February 1, 2023, insurance licensing exams will be offered by PSI, the new test provider for Nebraska. Please see the PSI exam website, https://test-takers.psiexams.com/neins for more details.

Creation of the Insurance Fraud Prevention Division

Purpose

The purpose of the Insurance Fraud Act is to confront the problem of insurance fraud in Nebraska by:

  • Detecting insurance fraud
  • Developing fraud prevention programs
  • Investigating complaints of suspicious insurance activity
  • Seeking prosecution of individuals committing insurance fraud
  • Obtaining restitution of fraudulently obtained benefits

The ultimate goal is to reduce the amount of premium dollars used to pay fraudulent claims.

 

Immunity

The Insurance Fraud Act also provides immunity from civil liability to any person or entity that reports suspected insurance fraud, without malice, fraudulent intent, or bad faith. The Insurance Fraud Act also provides insurer to insurer immunity. Insurance companies are immune from civil liability when they communicate amongst themselves regarding suspicious claims and insurance activity. This benefits not only insurance companies, but law enforcement as well. Sharing of information avoids the duplication of efforts. §44-6605

 

Insurance Fraud Violations (Criminal Prosecution)

The Insurance Fraud Act sets forth 12 separate acts which constitute insurance fraud. These 12 violations are set forth in the insurance code Neb.Rev.Stat. §44-6604 and repeated in the criminal code, Neb.Rev.Stat. §28-631.

The Insurance Fraud Act follows the same grading of offenses as theft.    Any violation under $500 is a misdemeanor and any violation $500 or greater is a felony.  §28-631(2)(a)

Insurance Fraud Prevention Division

Mission: The mission of the Insurance Fraud Prevention Division is to confront the problem of insurance fraud in Nebraska by prevention, investigation, and prosecution of fraudulent insurance acts in an effort to reduce the amount of premium dollars used to pay fraudulent claims.

The Insurance Fraud Prevention Division is a certified law enforcement division whose duties and responsibilities are to conduct investigations independent of, or in conjunction with, law enforcement agencies when the Division has cause to believe that an act of insurance fraud has been, or is currently being, committed. The Division works in cooperation with law enforcement agencies, prosecuting attorneys, and the insurance industry to investigate and prosecute violations of the Nebraska Insurance Fraud Act (Neb.Rev.Stat. §44-6601 - 44-6608). The Division also undertakes independent studies to determine the extent of fraudulent insurance activity in Nebraska. The Division also provides anti-fraud training to the insurance industry, law enforcement agencies, and civic organizations.

Definition: Insurance fraud is any deliberate deception committed against or by an insurance company, insurance agent, or consumer for the purpose of unjustified financial gain. This occurs during the process of buying, using, selling and underwriting insurance.

Excess Workers' Compensation Requirements

At the request of the Nebraska Workers' Compensation Court, the Nebraska Department of Insurance has drafted and approved a mandatory amendatory endorsement for attachment to policies providing specific and/or aggregate excess workers' compensation insurance for entities approved as self-insurers in the State of Nebraska. With policy information inserted, this endorsement should be attached to every specific and/or aggregate excess workers' compensation policy issued to an entity approved as a self-insurer in the State of Nebraska.

It is our intent not to approve any provisions in conflict with this endorsement. In addition, so-called "deductible endorsements" (of any form) and retrospective rating will not be approved to be used for excess workers' compensation policies issued to an entity approved as a self-insurer in the State of Nebraska. These actions reflect the policies of the Workers' Compensation Court for approved workers' compensation self-insured employers.
