NOTICE: Fraudulent emails sent to agents requesting payment, impersonating NIPR

LINCOLN, Neb (April 10, 2026) – The Nebraska Department of Insurance is warning agents about a fraudulent email campaign targeting insurance producers pretending to be agencies.

The National Insurance Producers Registry (NIPR) was made aware of the active phishing email campaign and is asking insurance agents to use caution. The emails reference past due invoices and may appear to come from trusted email domains such as @nipr.com, @naic.org, or @stripe. These messages are fraudulent and were not sent from an official NIPR email address or account.

NOTICE: Sales of Medicare Advantage Plans by Insurance Consultants

The Nebraska Department of Insurance (Department), in response to the reduction or removal of commission to insurance producers by Medicare Advantage carriers, asked the Centers for Medicare and Medicaid Services (CMS) whether or not the use of consultants was allowable. Consultants, as opposed to insurance producers, charge a reasonable fee for their advice and placement of insurance business as opposed to obtaining a commission from a company.

The Department is issuing this Guidance Document to notify resident producers, prospective resident producers, insurance companies and any prospective candidate seeking licensure to become an insurance producer of an immediate change to the process for insurance producer examination in Nebraska.
