Proof of Financial Responsibility in Nebraska
Nebraska law requires all motor vehicles to maintain proof of financial responsibility, also known as auto liability insurance.
Under Neb.Rev.Stat § 60-436, proof of financial responsibility means evidence of the ability to respond in damages for liability arising from the ownership, maintenance, or use of a motor vehicle for accidents occurring after the date of coverage.
In Nebraska, the minimum required coverage amounts are:
- $25,000 for bodily injury or death of one person in one accident
- $50,000 for bodily injury or death of two or more persons in one accident
- $25,000 for injury or destruction of property of others in one accident

The insured does not receive a policy or permanent insurance ID card

Insurance ID cards or policies contain missing or incomplete information

What is Insurance Fraud?
Insurance fraud is any deliberate deception committed against or by an insurance company, insurance agent, or consumer for the purpose of unjustified financial gain. Fraud may occur during the buying, using, selling, or underwriting of insurance.
Nebraska Law and Criminal Penalties
Under Neb.Rev.Stat § 28-631(1):
Manufacturing Fake Insurance Documents
Knowingly issuing fake or counterfeit insurance policies, certificates, ID cards, or binders with intent to defraud or deceive is a Class IV felony, punishable by up to one year imprisonment and/or a $1,000 fine.
Possession of Fake Insurance Documents
Knowingly possessing fake or counterfeit insurance policies, certificates, or ID cards with intent to defraud or deceive is a Class I misdemeanor, punishable by up to one year imprisonment and/or a $1,000 fine.

Reporting Steps
- Request a suspected fraudulent claim report from the Insurance Fraud Prevention Division
- Provide any documents or evidence that supports your belief the insurance ID card may be fraudulent
- Maintain original documents unless instructed otherwise by an investigator
