Nebraska Insurance Regulator Receives Prestigious National Award

Nebraska Department of Insurance (NDOI) Deputy Director and General Counsel, Christine Neighbors, has been awarded the Robert Dineen Award for Outstanding Service and Contribution to the State Regulation of Insurance. Neighbors received the award at the National Association of Insurance Commissioners (“NAIC”) Fall National Meeting in National Harbor, Maryland on November 19, 2015. She was one of three regulators to receive the award this year, joining regulators from Tennessee and Texas.

“Christy is known nationally for her tremendous work with international insurance matters and has developed a great deal of respect for her work on the subject matter of insurance group supervision,” said NDOI Director Bruce Ramge. “Nebraska’s domestic insurance industry includes several large insurance groups. Christy’s work benefits Nebraskans and the U.S. insurance industry.”

Neighbors currently represents Nebraska as Chair of the NAIC Group Solvency Issues Working Group and Vice Chair of the International Association of Insurance Supervisors International Groups Working Group. She served as the NAIC lead state insurance regulator on the 2015 International Monetary Fund Financial Assessment Stability Program review of the U.S. insurance regulatory system and participates in the EU-US Dialogue Project.

Neighbors began her career in state government as an attorney with the Nebraska Workers' Compensation Court in 1993 and joined the Nebraska Department of Insurance legal division in 1997 with a focus on insurer acquisitions, corporate filings, consumer issues, and receiverships. She has a B.A. in Psychology and Business Administration and Juris Doctor from the University of Nebraska - Lincoln. In January 2008, Neighbors was promoted to General Counsel and in December 2010, appointed Deputy Director and General Counsel by current Director of Insurance, Bruce Ramge.

The Robert Dineen Award was established in June of 1989 in honor of the founder of NAIC's Support and Services Office. The award is designed to honor a staff member of an insurance department who has made an outstanding contribution to state regulation of insurance while exhibiting an attitude and performing activities fostering the advancement of the insurance regulatory profession.
